Full professor at the University of Economics in Krakow (Faculty of Economics and International Relations). Head of the Department of Economy and Public Administration at the University of Economics. He coordinated a number of research projects. He participated in 6 scholarships. In 1994 he was awarded the title of professor of economic sciences, and in 1998 he was appointed full professor. Member of the Committee of Economic Sciences of the Polish Academy of Sciences. In the 1990s, he was the head of the advisory team of the deputy prime minister for economic affairs, the government’s representative for the reform of social security and a member of the Economic Advisers’ Team of the President of the Republic of Poland. In the years 2001-2005 he was a member of the Sejm of the Republic of Poland. From October 2001, he was the Minister of Labor and Social Policy and from January 2003 the Minister of Economy, Labor and Social Policy. From June 2003, also the vice president of the Council of Ministers. He prepared a plan to repair public finances (the so-called Hausner plan). In Marek Belka’s government (from May 2004 to March 2005) he was the deputy prime minister, minister of economy and labor. At that time, he coordinated work on the National Development Plan for 2007-2013. Winner of many awards, among others Kisiel awards and prizes Władysław Grabski. Editor-in-chief of the quarterly “Public Management”. He has over 250 scientific publications. Chairman of the Program Council of the Economy and Public Administration Foundation, he participated as an expert in several dozen national and international research and implementation projects devoted, inter alia, to local and regional development, designing instruments for stimulating development processes, creating public policies and programs, civil society and social economy.
In his previous projects he fulfilled the role of an expert on the methodology of diagnostic and projection works. His responsibilities included laying out rules for the implementation of specific tasks provided for in the projects, assessing the quality of their implementation and giving them substantive coherence. In addition, he was responsible for the substantive editing of key projects, including the potential map and implementation package, and for the development of a set of final recommendations.
